How can i get fuller lips naturally?

does isabella pelle EXTREME pout lip blam, lip gloss, lip growth serum work? or anything else to make it fuller. i really want fuller lips. i have a smaller top lip and a bit bigger bottom lip. they look like fish lips and look smudged at the end of my lips :( i dont want surgery or lip injections or makeup on it.
