Does anybody know this softcore pornographic movie?

I'm trying to find this softcore pornographic movie that I saw a long time ago but I can't remember what it's called. I thought it was one of the Busty Cops movies so I looked at busty Cops 1, 2, & 3 but it wasn't either of them. All I remember is that it had to do with these undercover female agents at some fancy place. The biggest details I can remember is that they meet another undercover guy agent who works for N.O.O.N.E.(Can't remember what the acronym stood for though.) and he helps them. The other detail I remember is that there was some kinda of mind control serum or whatever involved in the plot and it is used to make one of the girls have sex with some other guy. Do any of these details ring a bell to anybody?
