PLEASE HELP ME! Every strand of my hair has split ends! How do I stop this?

I tried the olive oil thing and really cold water. I cut the split ends but they just grow back again. I go days without washing my hair and I still have them. Is there a serum or something I can use to stop this? And I don't use heat on my hair. BESIDES SHAVING IT ALL OFF
